Fran Kipnis is an analyst for the two Research Practice Partnerships (RPP)—the Stanford–San Francisco Unified School District Partnership and the Stanford–Sequoia K–12 Research Collaborative. She had a 30-year career in early childhood education research, focusing on the supply and demand of child care services in California and on issues related to the early childhood workforce, such as wages, benefits and access to education and training. She also worked as an early childhood program officer for the David and Lucile Packard Foundation and staffed various early childhood funders’ collaboratives. Kipnis received her MA in political science and government from San Francisco State University.
